selective even in condolances

Center appointed interlocutors visited the family of those two sisters who were recently killed by unidentified gunmen.According to Padgaonkar he offered condolences to the family and promised the family all assistance by central govt.
Recently a boy was killed at Kupwara by identified gunmen.Mr Padgaonkar had no sympathy for the family of that child.Mr Padgaonkar if you are that selective even in offering condolences how do you expect to succeed

    I can feel the deep pain of yours,for your state-people and my fellow-country folks....
    Wish i could do more for them than just pray for a better life,AND DEATH;for them and Self....
